Tornado shelters for homes, compared
A home tornado shelter is a small room built to resist winds and flying debris far beyond what a normal house is designed for. There are four common kinds: a shelter buried in the yard, one sunk into the garage floor, a steel or concrete safe room bolted to a slab, and a reinforced room in a basement. Most homeowners pay $3,000 to $15,000 installed, according to the published cost guides, and which kind suits you depends more on your ground, your household and how fast everyone can get there than on price.

Questions that decide which shelter fits
- Can everyone in the house reach it within a minute or two, at night and in heavy rain?
- Does anyone use a wheelchair, walker or crutches, so stairs or a floor hatch would be hard?
- Is the ground rocky, or does water stand in the yard after rain?
- Is the house on a slab with a garage, or does it have a basement already?
- Is the property in a mapped flood zone, where FEMA advises against below-ground shelters?
- How many people need to fit, including guests and pets?

Installed ranges from Angi (updated September 9, 2026), HomeGuide and NerdWallet, read October 26, 2026. Where they differ we show the span they broadly share. A guide, not a quote. The cost calculator narrows it down by type, size and site.
What a good quote includes
Ask for these six points in writing. Two quotes that cover them can be compared line by line.
The standard it is built to
Whether the design meets ICC 500 and FEMA P-361 (and P-320 for homes), and whether the unit or door carries an ICC 500 label. Ask for the test or engineering report, not a badge.
Size and number of people
Inside dimensions and how many people it is sized for. FEMA P-320 asks for at least 3 square feet of floor per person in a home tornado safe room.
Everything in the price
Unit, delivery, digging or slab work, anchoring, backfill, concrete, permit and cleanup, each listed, so nothing turns up later as an extra.
Access for everyone
Stair or hatch size, handrail, how the door opens from inside, and what happens if debris lands on it. If anyone has limited mobility, ask about a level-entry option.
Permit and inspection
Who applies for the building permit, who books the inspection, and whether the firm calls 811 to locate buried lines before digging.
Warranty in writing
What the warranty covers (leaks, rust, floating, the door), for how long, and who to call if something goes wrong.

Ask for a free quoteHow a home tornado shelter usually gets built
Site visit or photos
The installer looks at where it would go, the soil, drainage, access for a truck or excavator, and any buried lines.
Quote and permit
You get a written price and spec. Most cities and counties want a building permit for a new shelter or slab.
Install day
Underground and garage units usually go in within a day once the hole is dug; safe rooms are bolted to the slab in a few hours.
Register it
FEMA recommends telling your local fire department and emergency management office where the shelter is, so responders can check on you if debris blocks the door.
Questions people ask
Is an underground or above-ground tornado shelter safer?
Both can protect you if they are designed and built to the same standard. Below ground, soil shields the shelter from debris; above ground, the walls and door must pass debris impact tests. Ask whether the design meets FEMA P-320 and FEMA P-361 and whether the unit is listed and labeled to ICC 500. FEMA itself does not approve or certify any product, so "FEMA approved" on an advert means nothing.
How big does a tornado shelter need to be?
For a home tornado safe room, FEMA P-320 asks for at least 3 square feet of floor space per person, so a family of six needs about 18 square feet. ICC 500 caps a residential shelter at 16 people.
Can I use my basement as a tornado shelter?
The National Weather Service advises going to a basement, safe room or interior room away from windows. A basement is better than nothing, but it is not built to resist the floor above collapsing. A reinforced room in one corner, built to ICC 500, adds that protection.
Does FEMA pay for home tornado shelters?
FEMA grant money reaches homeowners only through state or local programs, when a state chooses to run one, and those programs change from year to year. Oklahoma and Alabama publish programs at the moment; check your state emergency management agency before you buy, because installing first can rule you out.
How far from the house can a shelter be?
FEMA says a detached safe room should be within 150 feet of the home's nearest entrance, so people can reach it quickly once a warning is issued.
Will a shelter add to my home value?
FEMA P-320 cites a study that found a safe room added about 3.5% to a home's selling price. That is one study, not a promise for your home.
