Tornado shelter cost calculator

Most homeowners pay between about $3,000 and $15,000 for an installed tornado shelter, and Angi puts the national average at $7,643. Where yours lands depends on the type, how many people it holds and what is under the ground.

Answer five questions for a typical range, built from published cost guides. It is a guide, not a quote: an installer prices your job after seeing the site.

Where these prices come from

Our ranges come from three published cost guides: Angi's tornado shelter cost guide (updated September 9, 2026, based on 129 projects), HomeGuide's storm shelter cost guide (written February 22, 2024) and NerdWallet's storm shelter cost article (updated July 28, 2025), all read on October 26, 2026. Where they differ, we show the span they broadly share and say so.

FEMA's residential safe room fact sheet gives its own estimates for building its designs into a new house: about $8,000 to $9,500 for an 8 by 8 foot room and $14,000 to $17,000 for 14 by 14 feet, in 2014 dollars. Manufacturer list prices we read on the same day for small underground units ran from about $7,900 to $9,900 before extras.

The ground and site additions marked as estimates are ours, based on the methods installers publish. None of these figures is a quote for your home.

Questions people ask

How much does a tornado shelter cost?

Most homeowners pay about $3,000 to $15,000 installed. Angi's national average is $7,643. Underground and garage-floor units cost more than above-ground safe rooms because of the digging.

What is the cheapest type of storm shelter?

Small above-ground or interior safe rooms, and small concrete underground units, sit at the low end, from about $3,000. Under-bed shelters for one or two people start lower, around $2,100 (NerdWallet), but hold very few people.

Does rock make a shelter cost more?

Yes, but no guide publishes a figure, because it depends on how much rock and how hard. Installers price it after a site visit; sometimes an above-ground room is the cheaper answer.

Is installation included in the price?

Usually, when you buy from an installer. If you buy a unit delivered only, Angi puts separate delivery and installation at $1,000 to $3,000.

Can a rebate lower the cost?

Some states run programs, such as Oklahoma's SoonerSafe rebate (up to $3,000, no more than 75% of cost, random selection) and Alabama's tax credit (up to $3,000 or 50% of cost). Funding varies and may be closed, and installing first can rule you out.

Why is my quote outside this range?

Ranges are typical, not limits. Large shelters, custom builds, rock, water, long distances from the installer and extras such as power and plumbing can all push a quote higher.
